William H. Marshall was born on August 10, 1899 in Newark, NJ and resided in Belleville, Essex County. He graduated from the Parochial School of the St. Rose of Lima parish. Prior to enlisting in the New Jersey State Police, he was an armature winder working for the Westinghouse Electric Company and later the Edison Electric Company. On May 4, 1917 he volunteered with the 76th Field Artillery and was a veteran of the First World War during which he earned the Silver Star.

He enlisted in the New Jersey State Police on September 1, 1921 as a member of the 1st Class and was assigned to Troop “B” Shrewsbury at the time of his death. His service with the New Jersey State Police was characterized by loyalty, fearless performance of duty and faithful and energetic devotion to the high principals of the New Jersey State Police.

Trooper Marshall died as the result of injuries sustained in a motorcycle accident while in the performance of his duty on December 12, 1923.

He served 2 years and 3 months with the New Jersey State Police. He was 23 years old.
